Access and use of ICT for eLearning: A Case Study

Abstract



The advent of the Internet has tremendously changed education delivery; the widespread accessibility of mobile computing devices like smartphones, tablets, and laptops is equally changing everything. The entire relationship between teachers, students, and producers of educational content like books, videos, and interactive activities is transforming. Teachers at all levels, from elementary schools to tertiary institutions, are experimenting with how to provide the best educational experience through mobile, Internet connected devices at school, at home, and everywhere. Tertiary Education is one of the most important sectors for developing the human capital of countries to support innovation and find new solutions for sustainable and equitable growth. This study aims at providing a description and analysis of the current state of ICT implementation in Tertiary Institution. A study of 10 Tertiary Institutions was conducted using open-ended questionnaires. The results show that the country has advanced greatly in terms of design and implementation of ICT policies, as well as telecommunication. Additionally, Agencies under the Federal Ministry of Communication and Technology, such as NITDA and NCC supports ICT infrastructure capacity building in Tertiary Institutions through its nationwide network that interconnects academic and research institutions.
